AIR seeks a Director of Finance and Administration (DFA) to be proposed to USAID as part of its team to implement the USAID funded “Jordan Competitiveness Program (JCP).” JCP is a five year activity designed to improve the business climate and increase the competitiveness of Jordanian firms with the goal of increasing economic growth and job creation. In partnership with the Government of Jordan (GOJ) and business leaders in a select number of clusters, the program will develop competitiveness strategies for each targeted cluster/value chain. Key components include (1) improving key aspects of the business enabling environment to ensure support of business development, growth, investment and innovation; (2)ensuring the Jordanian workforce has the skills required to productively participate in and contribute to the competitiveness of the JCP target clusters; (3) increasing the competitiveness of the target clusters as measured by the JCP competitiveness index; and (4) increasing access to finance for Jordanian businesses and entrepreneurs. This position is contingent upon AIR being awarded the program.

The DFA will design, implement and supervise adherence to financial policy, budgets, internal control measures, and manage sub-awards to local contractors. This position will oversee the overall administrative and financial management functions of the project, with specific direct supervisory responsibility over administrative and financial management staff at the Jakarta office. S/he will produce timely financial reports, lead the preparation of budgets, and ensure compliance with USAID regulations regarding accounting, auditing and financial management requirements. In addition, the Director will be responsible for setting up and monitoring the in-country accounting procedures at all levels of the project—headquarters, provincial/area, and division. S/he will ensure transparent financial transactions are allocable, allowable, and reasonable.

• Advanced degree in accounting or business administration.
• Minimum of 10 years of experience in project administration.
• Knowledge of USAID policy, procedural and reporting requirements, as well as knowledge of U.S and local accounting practices and relevant laws
• Knowledge of not-for-profit accounting principles, and best practices in the profession.
• Experience in Jordan desired.
