AIR seeks an Access to Finance Component Team Lead to be proposed to USAID as part of its team to implement the USAID funded “Jordan Competitiveness Program (JCP).” JCP is a five year activity designed to improve the business climate and increase the competitiveness of Jordanian firms with the goal of increasing economic growth and job creation. In partnership with the Government of Jordan (GOJ) and business leaders in a select number of clusters, the program will develop competitiveness strategies for each targeted cluster. Key components include (1) improving key aspects of the business enabling environment to ensure support of business development, growth, investment and innovation; (2)ensuring the Jordanian workforce has the skills required to productively participate in and contribute to the competitiveness of the JCP target clusters; (3) increasing the competitiveness of the target clusters as measured by the JCP competitiveness index; and (4) increasing access to finance for Jordanian businesses and entrepreneurs. This position is contingent upon AIR being awarded the program.

The Access to Finance Component Team Lead will be responsible for:
• increasing access to debt financing for medium-term lending and working capital in the JCP target clusters;
• increasing the number of ventures supported by capital funds;
• effectively angling networks that support the targeted clusters established;
• ensuring innovative public private partnerships and business support centers result in the increased ability of start-ups and SMEs to prepare business plans and financial information in a way that attracts lenders and equity investors; and
• establish a functional credit bureau.

The requirements of the Access to Finance Component Team Lead include the following: • Master’s degree or higher in Finance or a related field and at least 8 years of relevant experience or a BA in a related technical field with 10 years of experience. • Relevant experience must be in providing leadership and managing highly complex technical interventions related to access to finance. • Experience relevant to cross-cutting program issues including gender, youth and mitigation geographically oriented wealth disparities. • A demonstrated ability to work collegially and productively with a variety of partners and stakeholders. • Strong writing and oral presentation skills • Familiarity with Jordan is preferred. • Excellent English is mandatory and Arabic desirable.

• establishing a National ICT Excellence Center to increase workforce competitiveness in the ICT field;
• increasing the number of high quality courses on entrepreneurship, innovation and competitiveness in Jordanian universities in the targeted sectors; and
• developing a minimum of two strategic Global Development Alliances to promote economic growth in Jordan.

The requirements of the Workforce Component Leader include the following: • Master’s degree or higher in Workforce Development or a related field and at least 8 years of relevant experience or a BA in a related technical field with 10 years of experience. • Relevant experience must be in providing leadership and managing highly complex technical interventions related to Workforce Development. • Experience relevant to cross-cutting program issues including gender, youth and mitigation geographically oriented wealth disparities. • A demonstrated ability to work collegially and productively with a variety of partners and stakeholders. • Strong writing and oral presentation skills • Familiarity with Jordan is preferred. • Excellent English is mandatory and Arabic desirable.

• Continually assess progress toward project results and modify and revise activities.
